If there are doors on either side, and they can be opened...

I suggest a freestanding ramp unit that would go up and through the car.  A 
ramp would facilitate wheelchair access, and all weight would be supported by 
the unit and not the floor of the car.  Additionally, this would allow for barriers 
to be attached to the ramp instead of the car.  Depending on how the interior 
would be lighted, you could potentially add a reader rail to the the unit as well.
