Sorry, you can't blame the government for this one.  The article indicates
that "a private contractor, DTI Associates in Arlington, Virginia, was hired
to mail award notices to the winners."  They screwed up the notices.

This was purely private sector ineptitude! And believe me, there is a lot of
it out there.
