Bridget,

It appears different states have different rules.  In Alaska we have to have
a gaming permit from the state, or find another non-profit with a gaming
permit to sponsor the raffle for us.  Only non-profits can obtain a permit.
In Valdez (small Alaskan town) the Chamber of Commerce often sponsors
raffles for local non-profits including the Museum.

I'm sure there is a agency in your state or city that could help you with
your state's regulations.
