TIIAP is the Telecommunications and Information Infrastructure Assistance
Program, a component of the National Telecommunications and Information
Administration (see their web page at www.ntia.doc.gov/>. Applications went
out this year in April. In their words TIIAP: "promotes the widespread use
of advanced telecomunications and information technologies in the public
and non-profit sectors. The program provides matching grants to help
develop a nationwide, interactive, multimedia information infrastructure
that is accessible to all citizens, in rural as well as urban areas.

It's become a political football, with many attempts to kill it (as well,
of course, as Commerce itself).
