Helo Amy:

The Post Office officials with whom you spoke are incorrect.
"Non-profit" status is not dependent on the results of one or even a
series of events for which there is a charge and possible profit.
Non-profit means that at year end, expenses are met and any remaining
income goes toward the next year.

You might want to drop by the United States Postal Service web page
explaining "Prohibitions and Restrictions" at:

http://pe.usps.gov/text/dmm/e670.htm

Looks like section 5.4.d.1 would seem to permit your group of nonprofits
to gain the advantage of the nonprofit rate.

But, you might want to e-mail them USPS just the make sure . . . and to
provide you a printable text to show your local officials.
