I have had related to Halloween events related to Fall Harvest such as
making apple cider, apple dunking, harvesting exhibits, shucking corn,
pie eating contest.   At Gardener Village (West Jordan, UT) they have
"Witches Night Out".   It is mainly for women to come and shop, but many
women (and their "Warlocks") dress in witches/warlock costumes.  There
is music, dancing, food, best costume awards, etc.  It is becoming a
very popular event.

This is the Place Park (where I use to work) has added many other
events.  See http://thisistheplace.org/   Some parks use their historic
buildings to tell Halloween/ghost stories (if you want to go that
route).

Of course, there is the Pumpkin Patch (you growth them during the
summer and sell them during your Halloween events).  Have carving
contest, pumpkin shooting, best pie making contest, etc.  It is a touch
late now, but how about a corn maze?  Haunted House? Interpretive
Halloween night in your historic buildings or museum.   Show old spooky
movies?   Lots you can do.
