that specifically targets children under 7 and their families is the Please

You might consider joining the Association of Youth Museums. They have a lot
of information about children's museums. Also, I am currently editing a book
for AYM on starting a youth museum. You might be interested in buying a copy
when it's out - which should be sometime in November.
