Dear Juetian Luo,

I think your matter can be solved like we handle it in our country.

You should get advice from an independent insurance broker and your 
administrational board on the followig matters:
Whch group of objects should be covered against which risks? [You decide 
at least!]
Is it possible to reduce the insurance rates by installing new security 
technologies? Check this first.
Which objects of your collection have to be insured by other parties 
(f.e. objects on loan)?
Is one overall insurance better than agreements with various insurers?
Is it possible to make use of a spinning system which can be changed day 
by day?
In some cases, specialist insurances exist, f.e. for museums, for 
archives, for art collections or for musical instruments.
Some risks may be already covered by obligational insurances, like fire. 
Check this first.
State museums do not insure most risks in our country  because they are 
covered by State Liability. Check this first.
All solutions have to be tailor-made to your case.

Treating this matter with care and cleverness, you can save a lot of money.
