While you can come up with a citation format that will point others to
information for archived Internet materials like mailing lists and
newsgroups, what do you do with a dynamic resource such as a WWW server
that is not generally archived?  Sure you can cite it and even give the
URL, but there is a good chance the person chasing down the footnote will
encounter a different version of the information than you did.
