I used to be the first reviewer for hundreds of engineering job applicants
for the US Agency for International Development...I was a very recent
liberal arts college grad doing a summer job at the personnel department of
the huge division that oversees USAID.  I had the job ad in one hand and the
giant pile of applications in the other and I was told to just go through
the SF-171s (standard US Government job app form at the time) and confirm
that there were the precise educational qualifications and at least the
minimum number of years of experience on the resume that was called for in
the job ad, and to throw out all applications that did not have the minimum.
I was not allowed to use my judgment at all--strict interpretation was the
rule.  I wasn't even allowed to read any resumes that came with the standard
form--they were to be clipped to the "passing" SF's and forwarded.

I suspect that someone in some HR office that isn't in the SI is going to do
the same.
