Isn't this the same information in a different medium/format?  If you accept
printed speeches and tape recordings of speeches or video tapes of speeches,
why should accepting visual images in a different medium/format cause a
problem?  I suppose if you have artifacts separated from archives the visual
media should go in archives.  If you were to catalog one type of photograph
differently from another with a different series of numbers, then you should
follow with this.  (I'm thinking all tin types have a certain commonality in
their numbering; all transparencies have another; all gelatin silver....)
