The National Park Service has a ConservOGram called "Storage Screens for Paintings" available at http://www.nps.gov/museum/publications/conserveogram/12-01.pdf 

It includes detailed instructions to build an art rack out of wood and vinyl-coated steel garden fencing.

I have not tried building one, since we got art racks from Montel.
