Those absentee landlords should be brought to justice for their crimes,
too.  But one illegality is no excuse for another.    If those who practice
graffiti feel it is their only course of action to be heard then we're not
listening very well.  But just as that landlord should know that his crimes
will be met with discipline if he is caught, those who practice graffiti
should know the same.  There *is* right and wrong, and we spend too much
time justifying one wrong because of another.  Let's focus on fixing the
root of the problem, not justifying the reaction.
