I don't think I would do that but a successor might.  Thanks for your
comments.

However, what I am looking for is not an analysis of the approach but
whether or not anyone out there is doing this or something similar, at
present.

I think that this is the problem-unlike "fund raising" this person will
probably be pushed into promoting programs that have no chance of making a
profit but fit into the institution's mission.  So he/she needs a more
complex
way to judge if they are successful
