"What rationales can I offer my board for not increasing open hours until we have the volunteers to support that?"

Being open without having staff (paid or volunteer) assigned to help visitors would constitute poor customer service, seems to me.  Your Board needs to realize (or learn) that you actually have things to do which take at least the hours which you already put in, and that "being open" requires somebody's time and effort.  Perhaps your Board members would like to volunteer to BE the docents during the "extra" hours?  Tell them you think that is a great idea and circulate a sign-up sheet so they can commit to the hours which need to be covered for the first 6 months :)))  Make it a learning moment and challenge them to participate.
