Absolutely it is redundant to store artifacts in safes, and locked safes at that, because:

1-Storage units provide off-floor storage in case of a flood.

2-They provide additional water protection if there is a fire, first from the fire itself, and then
from any water resulting from fire suppression systems or a fire hoses.

3-The secondary locking away of artifacts reduces the opportunity for casual "browsing" of the
safe's contents by individuals such as maintenance and physical plant personal who may have keys to
your collection rooms for facility required inspection purposes.  Even if nothing is taken, you risk
the artifact being misplaced or broken.

4-If you house a broad range of material types, tight storage units make it easier to create the
necessary mirco-climates to provide optimal storage conditions for several artifact types in the
same room, a real boon if you are short on space (and who isn't).

I am sure that there are other reasons that don't immediately come to mind, but others out there on
the list will fill in the blanks.  Hope this helps you.
