If your friend is based in the Toronto area the Bookbider's Guild has a 
program that is delivered in series of workshops.

Otherwise there is the Collections Conservation and Management program at 
Fleming College in Peterborough Ontario - though bookbinding would only be a 
very small part of the program.

There is also Queen's Master of Art Conservation program in Kingston which 
has a paper specialization but I don't know to what extent bookbinding is 
covered.

Another option would be to apprentice to a bookbinder.
