Try a tack supply store.  They often have mannequin horse heads that are
used to display bridles and such.  They may be able to provide a supplier
for you or let you borrow one.

Subject: Horse display


Our museum has a Native American horse mantle. This head cover covers the
entire face as well as a section of the neck of the horse. We are looking
for a "mannequin" horse head to photograph and display this item on. Does
anyone know where I can find such an item?
