(Caveat: I haven't done it myself, but)...the following references were
mentioned at a "How to Archive" workshop and also found in the local
university library:

Starting an Archives by Elizabeth Yakel. Society of American Archivists.
Metuchen, NJ: Scarecrow Press, 1994. OCLC 30076910

Keeping Archives edited by Ann Pederson. O'Connor ACT: Australian Society
        of Archivists, 1987. OCLC 17204010

Administration of Photographic Collections: An Introduction to Archives
and Manuscripts by David Gracy. New York: Special Libraries
        Association, 1981. OCLC 7463089.

The Society of American Archivists have an Archival Fundamental Series
including "Arranging and Describing Archives and Manuscripts" and
        "Understanding Archives and Manuscripts".

        Society of American Archivists
        600 S Federal, Suite 504
        Chicago IL 60605

Hope this helps!

(We're culling through the "museum archives" otherwise known as former
directors' correspondence files for collections related documents, and
get many smiles from the crazy "I'm sure your museum wants this"
letters. BTW, one person found the Mississippi Purchase price in a cave
and wanted our help getting it out.)
