Try a project management software program such as Project 98. Once you have
a Work Breakdown Structure for your project and have allocated your
resources you can publish a report that is tailored to each department or
individual detailing their responsibilities, schedules and relationships to
others on the project.

I recommend following the project management principles and practices
developed by the Project Management Institute. Information on their
publications and workshops are available on the web.
