Does anyone have any experience with providing an honorarium payment
(totaling no more than several thousand dollars) to a museum speaker who is
a citizen of another country? Does the speaker need to have a working visa
or can he or she be paid simply as a visitor to the U.S., i.e. the visa
process avoided completely.

Obviously, INS is the place to contact, but I wonder if anyone has any
specific experience in this area. The red tape for getting a visa is such
that I hope a simpler solution is available.
