It is done by the Special Events Coordinator, who is part of the Development Division staff (Development division also includes Membership).  Our Special Events Coordinator handles internal events such as openings, as well as income-generating rental events.  

The opening is part of the exhibition's budget.  Some exhibitions don't have openings at all, others have scaled-back openings that are basically just cocktail receptions for the highest donor levels.  Some "openings" are a free family day of activities (those are coordinated by the Education Division, not Development.)  Each year, we only do 2-3 big evening members openings for a cast of thousands, and those are for the exhibitions with the biggest budgets.
