Paul,
I would like to speak on two different aspects of your post.  First, in my
experience with art storage the term cold storage is used when referring to
non-climate controlled storage.  Is that what you are looking for?
Second, This may not be in your neck of the woods but a large outfit called
ABC Photo and Imaging in Manassas VA has implemented a film storage service.
They are a full service film company that will develop your 35mm snapshots
just as readily as produce a 15 ft. high photo mural.  I don't know all the
ins and outs of the deal but I can get a contact name and phone if you think
they may be of use.

I am an art conservator contracted to advise a historical society on the
care of
its 16mm film collection.  I would be interested to know if anyone has
experience
depositing their film off-site, with independently operated cold storage
facilities.

Aside form having direct experience with such vendors, I'm curious if anyone
has
suggestions on sites worth consideration.
