Isn't raffia a paper product?  If so, wouldn't it create an environment suitable for insect infestation similar to using sterilized hay?

To our conservator and exhibit members:  Is there not a way to chemically treat the hay and make it unacceptable to insects, fungus, mold etc.

Since we have an exhibit that could be enhanced by a "safe" hay or synthetic hay, I'm also interested in an answer to Claire's problem.
