Greetings Rebecca,

Typically, 'retroactive' membership dates are granted those who are late
in renewing memberships as they receive a "preferred" (or discounted)
membership fee.

If your members pay the same - whether they are renewals or new
memberships -- then you ought to issue a membership effective the date
of payment.  What do y'all think?
