Macromedia Dreamweaver/Fireworks Studio is the best integrated
HTML/graphics package there is.  It is pretty sophisticated, though,
and takes a while to learn to use it.  Once you do it is very
powerful and doesn't wreck your code.  It is also very reasonably
priced.

Microsoft Frontpage 2000 is getting good reviews as something for
more casual users who are willing to be lead through a more
templatized process with less creativity. Unlike Dreamweaver, which
has close integration with Fireworks, you need some other companion
program to do graphics in to feed in to Frontpage.  Adobe has been
playing catch-up with Macromedia, but their products aren't there yet.
