"In return this person would provide goods and services to the institution for a portion of the appraised value of the items."

Even if your policy and a consideration of presenting an ethical appearance (if not reality) doesn't prevent this action, why would you trade anything of value for something of less value?  That's not good stewardship of the museum's resources.  It's a poor idea, IMHO.
