You might want to consult the website of Fredericksburg, Virginia.  They
have numerous historic sites and 4 Civil War Battlefields in and around
the city, and have devised a combination ticket that covers just about
everything.  The ticket is administered by the city, and they handle all
administrative details.  Their website is below; the "passport" as they
call it is linked in the lower right corner, and there is also a phone
number you can call.  Good luck.
