Bill Broom requested the address for PERFORM-L.  The address is

but my memory is that PERFORM-L is handled by a somewhat different
kind of mailer.  Try sending a SUB message to LISTSERV at the
address.  Or the same message to your nearest listserv (they often
have a programs dealing with locations of discussion groups and can
simply forward your message to where it belongs).  good luck
