I don't think the government provides for pet/babysitters but they do have a
comp/flex time work schedule. The government will comp you for travel time as
well as time spent at a conference. So if you travel 2 hours to get to a site
and then spend 8 hours at a conference, you've worked a 10 hour day. Comp hours
are usually one for one and have to be used by the end of the year else you get
paid for them. This can throw you into a higher tax bracket which is a pain. On
the flip side, you can use comp hours as vacation time so you save that up.

Some jobs require a fixed schedule but other have an abbreviated work schedule
such as working 9 hours days and then getting every other Friday off. It
depends on your agency and your boss.
