Amy,
Realizing why you've been asked to do this, I'm still concerned that any
such plan be done by one person only.  I would suggest that part of your
'plan' be to conduct a half-day or even day-long session, with people
from the staff and from the community, asking the same questions. Look
for leaders in the community who are interested in and friendly toward
the museum but not actually involved, plus some of the best heads in
your Board and your "Friends" Group if you have one. Be sure, if
possible, to include at least one person for whom marketing is their
job.

While you may or may not actually use the ideas that come out of such a
session, your have already begun to solve the 'visibility' problem;
you'll pick up many useful suggestions; and the people who come will
begin to develop 'ownership' and will be more willing to help you when
you go to implement your marketing plan.  They also know a heck of a lot
more about your community and what might work in it than we do.

The cost for this will be a facilitator (maybe you can find one who will
donate time or borrow a nearby museum professional who has experience in
facilitation); coffee, doughnuts and lunches; chartboard paper and pens;
postage and other incidental costs.
