Our costume curator frequently uses Ebay for several purposes - seeing what is out there and what prices are like, getting images for research, and actually acquiring objects.  The policy right now is that she uses her own credit card and is reimbursed.  We've gotten some fantastic items so far, and the sellers are, generally speaking, experienced dealers who pack their objects carefully when they're sent to us.  I think as long as you are careful, look closely at what you're bidding for, and see if the seller has a good reputation, you'll be ok.

We don't use Paypal, but I personally use it very often for bill-paying and auctions, and haven't had any problems.  I know they had a small rash of identity-theft type problems a couple of years ago, but as far as I am aware, they've beefed up their security and haven't had problems since.
