We have not changed our policy, and will not in the forseeable future, even
though we are less well equipped with lockers, etc. than it seems you are.
Students are asked to leave their backpacks, and they take only what they
need for assignments.  This has not posed any significant problem.  In our
case, the backpacks are simply left by the front door guard/receptionist's
desk.  Students feel secure that their bags are being watched, and we avoid
having the bags in the galleries.
