You might try using low power red pen or keychain-type lasers which can be
bought very cheaply these days -- I've seen them on special from time to
time for $7 to $9 in various surplus catalogs (e.g. American Science &
Surplus, Jameco, Herbach & Rademan, etc.).  Depending on the talent of your
design and installation team, you could make the exhibit not only harmless
to your artifacts, but interactive so that you could have a patron touch a
button, and the appropriate laser would highlight the feature.

At probably a total of $15 to $20 per highlight including labor, your
budget should allow for a rather large amount of highlighting in this
manner...
Though I don't know how many highlights you will need.

At issue, of course, is whether or not the laser light would harm the
bones.  I don't know for sure, but considering that these types of lasers
use very low power light (around 650 nm), I would doubt that they would be
harmful.  Should research just in case.
