David:  At the risk of sounding unsympathetic to your financial situation,
might I suggest that there is nothing much that you can or should do to help
this painting, if it is indeed as important as you think.

There are ways to find money for treatments.  Perhaps the easiest for you
might be to find a benefactor in the community who can be persuaded to
support the treatment of the painting.  If you are more willing to look long
term, might I suggest that you apply, first, for a CAP grant from Heritage
Preservation (a federal agency) to survey your whole Ndee collection, then
once you have that report, apply for a Conservation Project grant.  (I
assume that this painting is in a museum collection.)

Because the painting is done in non-traditional materials, the potential for
disaster if you try something yourself is much greater.  Best to leave this
to the pros.
