When I was in high school, I worked at a movie theater where lights had to
be changed quite often and we had to deal with extremely high ceilings. We
used a device that consisted of a long pole that had a suction cup on the
end. I'm not sure if it had a brand name but it worked really well for
changing the light bulbs and no one had to climb up a ladder.

Finding one of these might be cheaper than scaffolding?
