A primary source is primary, because it is an un-interpreted voice from the
time of the event.  Assuming you are after the words (instead of doing an
analysis of the paper or some other physical feature) a good copy of the
original, or a trusted transcription would contain the same information,
and therefore would still be primary.

As far as citing the source, you should cite the source of your primary
source, much as you include the edition or even the printing of a book
within a traditional bibliography.
