What I have found that is easy, clean and neat is Crescent brand
self-adhesive mounting board.  It can be found at art/picture  framing supply stores.  Product lit says it "allows for easy positioning and repositioning until a permanent bond is activated by firm pressure. Buffered acid-free board with acid-free adhesive. PSX single thickness .053 and PS3X double thickness .090."
Use a good quality printing paper (24lb) with a good printer (laser is excellent for text), then adhere labels to the board.  I like to use very small brads in the corners to mount finished labels onto wall.  It is easy to remove them when exhibit comes down and causes much less damage to walls than using velcro or double-sided tape.
