No, the battlefield site (in so far as it is known) has legal protection
for its historic importance, nd part of it is in national "guardianship".

However, there is a controversial proposal for landfill nearby, and on
land which it is argued would have been used for mustering troops and
cavalry before (and perhaps during) the actual fighting.

This is very much a repeat of the long-running opposition to the building
of a major new east-west link road close to site the Battle of Nasby - the
final decisive battle of the English Civil War.  All Government experts
and most other specialists agreed that while the road would clearly change
the setting it would not cross the reputed site of the battle itself.
However, many people supported local residents who were objecting to the
road project in principle, and presented the historical vandalism case as
part of an overall "package" of objections.

from the interviews with the two sides I heard, Hastings looks like a
re-run of this.
