I have some experience of Mambo and Joomla, and my first advice would be to use another system. Joomla, like Mambo before it creates sites whose code is frankly a godawful mess, and the backend is anything but intuitive. FWIW I've switched our sites to using Website Baker (www.websitebaker.org) which is much simpler and far easier for non-technical people to use to add and edit content.

Secondly - why do you want to create pop-ups? There are a host of reasons (primariyl usability and accessibility, but also practical) for not doing this, so you need a very good reason to do so. Can you expand further on what it is you want to achieve?
