Perhaps the situation is different in Australia, but this venerable debate is
news to me.  Could you explain a bit more?  What's the difference between an
art museum and an art gallery?  In the U.S. the terms seem to be
interchangeable, and I'm not aware of any signficant differences in funding
between "galleries" and "museums".
