In my field we run in to this problem all the time.  We may know
the year an object was manufactured, put into service or modified; but we
frequently do not know the month or the day.

        Can your system be modified to accept a pair of zeros in the day
subfield -- or in both the month and day subfield -- when the information
is not known, i.e., 1895-06-00 or 1895-00-00?
