The Bard Graduate Center for Studies in the Decorative Arts, Design, and Culture in NYC provides an art historical/cultural history approach. They have a PhD program, and you could certainly focus on historical costume and textile as one of your major or minor areas. I graduated from their MA program, and I'd be happy to talk to you about it in more detail and/or refer you to others.
