Hi everyone,

I am working on a part of my dissertation on museums and their mission
statements.  I have a question that perhaps you can assist me with:

I am in search of a good description on the difference between a mission
statement and a charter.  I know that a charter establishes the institution
and defines the goals for the institution, while a mission statement is
just about the goals.  Would you agree that a charter can not be changed
once it is in place, while a mission statement is in flux?  Can an
institution only have a charter and not a mission statement or visa versa?
