A conservator recommended that we cover our floor (which is not in a basement area) with vinyl composition tile, held in place with water-soluble adhesive.

Carpeting is not recommended.  Off-gassing presents a problem (some synthetics off-gas; off-gassing can also stem from dyes and stabilizing additives used in manufacture, many of which aren't listed in the contents).  Carpets are more difficult to clean than tiles, retain dust and gaseous pollution, and attract insects.  If you have compact storage units, wouldn't carpeting impede the smooth movement of these units?
