I would agree with all of the previous comments--there is no ideal
ratio.  Each museum has different needs.

The cautionary note I would add is to look at all the spaces you will
need.  People planning museums are very careful to assess needed spaces
for collections and exhibitions, but can be less careful when defining
all of the needed support spaces--for processing, storage,
conservation, offices, or any number of other functions.  Added up,
these can become a significant portion of the building area, which can
then cause them to be questioned by those not directly involved behind
the scenes.
