Heavens, no.  We don't control the world outside the walls!!  We do 
provide cigarette receptacles in several places, including a little 
gazebo on the property.  I'm not even sure it's legal to demand that 
people not smoke in the parking lot!  And how are you going to control 
it?  The only thing we have done is ask visiting catering staff to not 
smoke directly under the air intake for the chiller, which happens to be 
right outside the external door nearest the catering kitchen.   
Honestly, how many complaints are you getting?  Are they from a lot of 
people in the community, or just a few people over and over, or drive-by 
gripers who may never visit again?  Honestly I can't imagine asking my 
security guards to go hassling smokers who are smoking outdoors in our 
parking lot.  What a waste of time and energy!
