The Mational Gallery of Costa Rica, San Jose, C.R., has a large room with
what sound like very similar gilded plaster relief panels dating form the
late 1930s (when their building formed part of the downtown national
airport passenger terminal).  Theses were very successfully conserved and
restored about 10 years ago when the building was converted into a
museum.  Might be worth contacting them to see if they have details of
what/how etc.
