According to my encyclopedia, this is probably a 'letter of marque and
reprisal' which gave the bearer permission (from a government at war) to be
a privateer.

B. Lincoln is Benjamin Lincoln. Again, according to my encyclopedia, he was
also a Major General and accepted the British surrender at Yorktown, for
George Washington.

I don't know anything about the call to muster poster and I don't have any
sources about the Revolutionary War, off the top of my head. Hope this
helps.
