Sue, it seems that it was specially developed for us by a company called
American Management Services.  I wish I could tell you that we bought
the software off the shelf, but we did not.

As reluctant as I was to use an automated purchasing system, it seems to
work very well for us.  The process appears to be much more transparent
and consistent.

Our parent organization, the County of Orange, has been doing paperless
purchase orders for quite some time now.  Vendors also register on-line.
I think the great advantage to paperless is being able to monitor
progress made during the process (approval, placement of order, payment,
etc.)  Hope that helps.
